Manitoba Green Building Policy

Beginning on April 1, 2007, the Government of Manitoba will require all new buildings, additions and major renovation projects funded either in whole or in part by the Government of Manitoba to follow green building principles and practices. The new Green Building Policy includes projects initiated by provincial departments, agencies and Crown corporations, as well as other entities that are either provincially funded or receive a direct capital contribution for a building project.

Unless otherwise permitted, all new buildings and additions to existing buildings greater than 5400 sq. ft. in gross floor area, as well as renovations of existing buildings where the projected cost exceeds 50 per cent of the cost of a new building, will be required to achieve a minimum LEED Silver certification rating. In addition, all building projects must also:

  • achieve at least three additional LEED® points for increased levels of energy performance above the prerequisite standard;
  • comply with Manitoba Hydro’s Power Smart Design Standards; and
  • participate (if eligible) in NRCan’s Commercial Building Incentive Program (CBIP) or EnerGuide for Existing Buildings Program

The Policy applies to the site selection, design, construction and renovation of non-residential buildings, but excludes industrial and farm buildings, temporary or emergency buildings, low-rise housing, leased accommodations and existing buildings that are not undergoing extensive renovations or replacing major mechanical systems.

* The WCA encourages all members to attend a Green Buildings Policy Stakeholders Consultation Session in order to learn about the Policy and provide valuable input into the implementation of the policy. *

The WCA will also be holding a Green Buildings Policy Consultation Session. Date and time TBD.
