New Workplace Safety and Health Regulations Announced by Provincial GovernmentLabour and Immigration Minister Nancy Allan announced modernized workplace safety and health regulations to take effect Feb. 1, 2007. The enactment of these changes completes the government’s plan, initiated in 2002, to update Manitoba’s legislative framework for occupational safety and health with significant changes to the Workplace Safety and Health Act, said Allan. The minister said the new regulations are the product of an extensive four-year review and consultation process with stakeholders including employer, employee and technical representatives. “The purpose of safety and health legislation is to provide a reasonable and practical framework for preventing work-related injury, illness and death,” said Allan. “By carefully considering the advice of Manitoba workers, employers and technical experts in updating the requirements, we have developed a comprehensive, balanced and effective package and are now better equipped to meet the needs of today’s workplaces.” The new regulatory package will consolidate existing regulations and address deficiencies in the current regulations by adding specific areas that focus on particularly hazardous work environments. Special requirements have also been added to attend to emerging workplace safety and health issues. Among other things, the regulations will require employers to:
The majority of changes under the new regulations modernize existing duties and clearly communicate requirements previously enforced through general provisions of the Workplace Safety and Health Act. The new regulations are reasonable, practical and consistent with the laws in other jurisdictions, particularly all western provinces and Ontario, said Allan. “We’ve just completed the most comprehensive review of the regulations in approximately 30 years,” said Allan. "Effective safety and health practices will provide us with a firmer footing on which to build on our current success in reducing workplace injuries by 20 per cent and will assist Manitoba employers in attracting and retaining skilled workers in a competitive labour market.” In order to provide sufficient lead time for employers to become familiar with the updated requirements, the new regulations are not scheduled to take effect until Feb. 1. On November 14 or shortly thereafter, Microsoft will automatically update Internet Explorer Version 7 to the public. To the best of our knowledge, the new IE7 will not impact member access to the online planroom. But it is highly recommended that you take advantage of the release of IE7 and download it onto a machine within your organization to test all of your web applications and programs to be sure that they will continue to operate properly after November 14. You can also download a tool that will let you opt out of the IE7 updates if you find problems. (You should contact your web application vendor if the update breaks important websites or applications.) Similarly, you should check your own website to make sure that it will operate properly under IE7. Do things render differently or are there visual differences? You may want to contact your website designer/developer to test and fix any issues that appear before IE7 becomes widespread. You should also test any sites that you're currently using as part of your business process (vendor sites, b2b sites, etc.) to be sure that they’re compatible before updating everyone in your office to IE7. So far the most common question on IE7 is “Where did the menu bar go?” The menu bar is still there, but hidden. Simply right click anywhere in the toolbar area and “check” the entry labelled “Menu Bar” and it will reappear. Click HERE to check out a few features of the new IE7. HELP WANTED: Truck, Trailer & Driver The Big Brothers and Big Sisters of Winnipeg are in need of a volunteer with a truck and trailer to drive their float in the Grey Cup Parade on Saturday, Nov. 18. Trailer size needs to be approximately 16 feet long by 7 or 8 feet wide. Although the parade is Saturday, the float designer needs the trailer on Monday, Nov. 13 to decorate it in his shop and then to transport it to a building/storage area to be safely stored until the morning of the 18th. The float will be disassembled on Saturday evening or Sunday morning. The truck will need to have the correct hitch for the trailer.
