Teraspan Networks Update

 

Teraspan Networks has been contracted to install 55 kms of fiber optics in the City of Winnipeg's infrastructure using its micro trenching technology. They have installed a tracer wire within the same trench as the fiber optics so that locates can be completed upon request. When a company is organizing a project that requires breaking the ground then a locate is required from Teraspan. Call before you dig.

1 - Teraspan can clear by phone or fax (within 24 hours)

2 - Teraspan can flag or paint the fiber location (within 48 hours)

3 - A safety watch may have to be arranged (at an hourly cost)

4 - A temporary fibre move may be required (at a projected cost)

Warning: Foreign Labour Recruiting Scam

 

Approximately one year ago, a WCA member company was solicited by a labour recruitment agency promising to deliver candidates on the Temporary Foreign Workers initiative. The agency displayed all the credentials of a legitimate firm and professed to have access to workers in ten countries including eastern Europe, the Middle East, and South America.

The company provided all the necessary information for the agency to complete a Labour Market Opinion for laborers. While the company's contact with the recruitment agency was minimal for the first few months, it then went quiet.

In September 2007, the construction company received notice from the Government of Canada, Foreign Worker Unit, that their LMO for laborers was approved.

In mid-October, the company received a call from an astute employee of the Foreign Worker Unit, asking if they were aware that five foreigners were arriving in Toronto on the upcoming weekend under the company’s LMO, and whether they had made provision to move them to Winnipeg.

The construction company was not aware of this development and told them so. The company was also advised that these individuals may have been purposely recruited with their LMO, but without their knowledge. The company suspected there might have been intent to place the foreign workers with other employers for their admittance into Canada. Concerns were also expressed regarding the inability to track individuals in this situation.

This construction company has since severed all ties with the recruiting agency, whose local representative denied any inappropriate intent on their part. The Foreign Worker Unit has stopped the immigration of temporary workers under company's LMO.

Province to Better Regulate Immigration Recruiters

On November 21, 2007, Labour and Immigration Minister Nancy Allan announced that the province will consult with stakeholders on changes to the Employment Services Act to better regulate foreign temporary worker recruitment agencies and modelling agencies.

The goals of the legislation would include:

  • ensuring young people, especially young women and girls, are adequately protected from potential exploitation;
  • protecting temporary foreign workers vulnerable to exploitation by requiring all third-party recruiters to be licensed by the province and be members in good standing of a law society in Canada or the Canadian Society of Immigration Consultants; and
  • assisting employers in their recruitment efforts by making sure they have access to legitimate and reliable recruitment choices.

Project Manager / Estimator Position

Valour Decorating (1988) Ltd. currently has a position open for a Project Manager / Estimator in their Winnipeg office.

Duties include: Preparation of bids, coordinate scheduling and completion of projects, coordinate delivery of tools and material to site, review and process of change notices, invoicing and progress billing.

The ideal candidate would posses 3-5 years in the painting or related finishing trade, be computer literate, and have a demonstrated ability to work with people.
