Underground Services – Fibre Optic Networks

Recently, the City of Winnipeg entered into a contract with TeraSpan (Vancouver) to install a fibre optic network between civic facilities. This network now consists of some 50 km of fibre optic line buried in City right-of-way at a very shallow depth.

The City has been hesitant in sharing the precise route of this cable (for security reasons), however, contractors are STRONGLY advised to add TeraSpan to the dial-before-you-dig list for any work in City right-of-way.

This fibre optic line is buried at a six-inch depth and is encased in an orange plastic ribbon-like sleeve approximately one inch in width. Cutting this cable results in a repair charge of up to $10,000 and requires the installation of an above ground pedestal. The potential for a significant disruption of critical City communication also exists.

Contractors (including landscaping, M&E, site services) are strongly advised to take note of this fibre optic network when planning, estimating and tendering work since there might be a requirement to relocate or deepen an existing cable, and may involve significant costs.

As a side note, we have been reminded that there are other services buried at shallow depth in the City right-of-way, including street light wiring and cathodic protection.

And further, many private developments – automalls, universities, power centres – have installed fibre optic networks that may or may not show up with traditional utility locates. Beware!
