Oil Fired Heater Requirement Change This fall, the Mechanical and Engineering Branch issued a series of new requirements for the use of popular oil fired construction heaters. The new policy required users to apply for an installation permit each time a heater was used, and an additional no-charge permit each time a heater was moved to a new location. This is in addition to the annual inspection and "CH" decal which is issued by the Branch. WCA members who were concerned that this new policy would cause significant disruptions this coming winter sought a meeting with Workplace Safety and Health and have reached a compromise. Please be advised that contractors are no longer required to have an installation permit (or file any paperwork) for oil fired heaters. In addition, contractors will not have to advise of any change in location if the heater is moved. The Mechanical and Engineering Branch continues to require that all oil fired heaters have a CS decal and annual inspection. If Manitoba Workplace Safety and Health or a mechanical inspector finds a heater on a job site without the decal, the contractor may be issued with a notice to comply within 48 hours. Inspectors will not shut down a heater down unless there are other issues such as ventilation or fire hazards. The Mechanical and Engineering Branch will be issuing a bulletin on the revision within the next few weeks. WSH reminds all contractors to be very aware of good housekeeping practices around heaters of all kinds on the job site as the winter season approaches. Notary Public and Commissioner of Oaths Available WCA is pleased to have a Notary Public and Commissioner of Oaths on staff who is authorized to sign Statutory Declarations and other construction documents without charge. What are the rights and responsibilities of the parties to the contract? What are liquidated damages? How are disputes resolved in construction contracts? Answers to these questions and many others will be provided in this workshop-style course, which consists of an overview of the Canadian legal system with an introduction to Canadian Contract Law using local case studies and industry standard documents. Also included in the course will be an overview of the tendering process, along with a look at contract dispute resolution, risk and damages and changes and extras to the contract. Cost Estimating Red River College - Instructor: Jason Coreau This two-day course offered in a workshop format will cover the BASICS of construction estimating. Initial topics will include processes and procedures for measuring quantities and standard industry formats for organizing data. Pricing, unit pricing assembly pricing?
