Construction Industry Wages Recommendations Accepted New minimum wage rates for the construction industry will be in place June 1, Labour and Immigration Minister Nancy Allan announced. In January 2008, the Construction Industry Wages Act (CIWA) Panel filed a report of recommendations on the Construction Industry Wages Act and Regulations to the Minister of Labour and Immigration. Rate increases are staggered with the heavy sector increases effective June 1, Jan. 1, 2009, and Jan. 1, 2010. Industrial, commercial and institutional (ICI) sector increases are effective June 1, 2008, June 1, 2009, and Jan. 1, 2010. The new minimum wages in 2008 reflect an average four per cent increase in the heavy construction sector and an average three per cent increase for ICI construction in Winnipeg. Further increases in 2009 and 2010 range from three to six per cent, depending on the trade. The new wage rates also create provincewide wage rates in the ICI sector starting June 1, 2009. This replaces the current system where there are different minimum wage rates depending on the type of project and its location. To achieve a provincewide rate structure, workers on rural construction projects will see their minimum wages increase over 10 per cent in 2008 and an average increase of six per cent in 2009. City of Winnipeg Building Fees on the Rise The City of Winnipeg's Standing Policy Committee on Planning, Property and Development passed a proposal to increase all building permit related fees by 21 per cent effective May 1, 2008. In February 2008, during budget deliberations, the Development and Inspections Division of the PPD Department was directed to increase revenues by $3 million in order to make up the shortfall between 2008 revenues and expenditures. (Development and Inspections revenues are generated primarily through Building Permit fees and Development charges.) A copy of the current Planning, Development and Building Fees By-law is available on the City of Winnipeg Web site and can also be obtained HERE. Expect an aggregate increase to these fees by approximately 21 per cent when the proposed changes go in front of Council on March 26, 2008. Support the Skills Manitoba Competition! Winnipeg Construction Association is once again organizing the Carpentry and Cabinetry Competition at Skills Manitoba on Thursday, April 10. Skills is designed to improve the public perception of trade-based careers by bringing students, employers and educators together for a friendly day-long competition. Careers in Manitoba Construction booth at the Rotary Career Symposium, an event designed to provide valuable information about various education and employment options available to students in Senior 1 through Senior 4. With Manitoba's construction climate at an all-time high, skilled tradespeople are in high demand. The need to reach students who are considering their career options has never been greater.
